索取制度性增值:政社合作的隐性激励机制——一个新制度主义的研究视角

摘　　要：十八大以来,国家不断释放推动政社合作的积极信号,地方政府也逐步拓展政社合作的意愿,政社合作已然是地方治理中的一种制度化行为。作为一个非显性指标和彰显度不高的治理策略,政社合作对地方政府隐性的激励机制是一个值得探讨的问题。以新制度主义理论为研究视角,通过制度性增值概念的引入,指出地方政府推进政社合作的隐性目标是为索取制度性增值,并为此采取寻求政策支持的策略、调动资源的手段及动员性效率主义技术路径。制度性增值并非所有地方政府都能均衡地得到或有效地分享,取决于不同地方政府对政社合作的制度理解力和实践行动力。Since the 18th CPC National Congress,the state has released the positive signal to promote the cooperation between the government and the social organizations,and the local government has gradually expanded the willingness of the cooperation of it.The cooperation of the government and the social organizations has been a kind of institutionalized behavior in the local governance.As a non dominant index and a low degree of governance strategy,the implicit incentive mechanism of the cooperation between the government and the community is a problem worth discussing.Taking the new institutionalism as the research perspective and introducing the concept of institutional value added,the paper points out that the recessive goal of promoting the cooperation between the government and the social organizations by the local government is to pursuit the institutional value added.And to this end,it adopts strategies for seeking policy support,means for mobilizing resources and mobilizing efficiency-based technological paths.Of course,institutional value-added is not received or effectively shared by all local governments,but depends on the institutional understanding and practical action of different local governments on the cooperation between the government and the social organizations.
