供需视角下保障性住房养老服务体系建设研究——以京津冀地区为例

摘　　要：保障性住房社区居民购买社会养老服务能力弱,保障性住房建设和规划设计应注重养老服务功能完善。京津冀地区保障性住房养老服务建设大多严重滞后,供需差距较大。社区居民养老服务需求主要包括医疗保健、休闲娱乐、紧急服务、老年餐桌、失能半失能老人住院护理、适老化改造、智慧养老服务。保障性住房养老服务建设应遵循分阶段建设、潜伏设计、优化共享、适度变通的建设理念;逐步改变大规模集中成片建设,采取灵活配建的建设方式;综合采纳养老服务设施、无障碍设施以及老年住宅等建设标准。根据养老服务的需求,不断优化因地制宜建设养老服务设施、机构及场地,大力拓展建设资金来源,积极推进养老服务人员供给的多渠道多元化,以实现可持续发展。The purchasing power of residents who live in affordable housing community to buy social endowment service is weak.The construction and planning design of affordable housing should focus on improving the function of pension services.Most of the affordable housing pension services in Beijing-Tianjin-Hebei region are lagged behind;there is a big gap between supply and demand.The community residents＇ needs service mainly include health care,leisure and entertainment,emergency service,old age table,inpatient care for incompetent old man,adaptation to aging,smart old-age service.The construction of affordable housing endowment service should follow the concept of phased construction,latent design,optimization and sharing,and moderate flexibility.The large-scale centralized construction mode can be gradually changed and flexible matching construction mode can be adopted.Construction standards for old age service facilities,barrier free facilities and elderly housing should be got integrated adoption.Old-age service facilities,institutions and venues can be constructed according to the pension demand projects and local conditions,the supply of construction funds and elderly service providers should strive to diversify through multiple channels so as to achieve sustainable development.
