摘 要:科学的人力资源管理作为能够提升组织实际绩效的最有效手段,长期以来却被行政单位惯于进行级别无差异化的人力资源管理模式所忽视。以怀化市公安局某分局为例,通过对该分局的人力资源管理的现状分析,发现该分局的人力资源管理存在资源规划和配置不科学、职能定位不明确、专业人才欠缺、激励机制设计不科学以及严重忽视民警社会性需求等问题,针对以上问题,通过有针对性的对策来提升该分局人力资源管理的有效性,从而激发基层民警的工作积极性,进一步提升警务绩效。Scientific human resources management is the most effective way to promote the actual performance of the organization, but it has been neglected for a long time by administrative units at all levels for their nondifferentiation of human resource management mode. Based on a case study of a branch of Huaihua city public security bureau,this paper explores the status quo of human resource management of the branch,and found that the office of human resources management planning and resource allocation is not conducted in a scientific way and its functional position is not clear. They lack professionals and design of incentive mechanism is not satisfying. Social needs of the police have not been ignored. We should take targeted countermeasures to improve the effectiveness of the branch human resource management so as to arouse the enthusiasm and improve the performance of the police.
