摘 要:推行生产者责任延伸制度是近年来国际社会应对废弃物治理问题的普遍政策选择。中国废弃物治理问题突出,成为生态文明建设的短板,加快构建适合中国国情的EPR制度已迫在眉睫。与发达国家不同,中国废弃物多是有价商品,其回收利用呈现二元市场体系运行特征,EPR制度推行目标、运行机制、费率影响因素显著区别于发达国家。中国EPR制度应实行全生命周期管理,构建覆盖产品设计生产和废弃后回收处置的制度体系,不能简单照搬国外政策或做法。In recent years, it is a common choice to implement producer responsibility system (Extended Producer Responsibility, EPR) for waste management around the world. The problem of waste management in China has always been a weakness in the process of the construction of ecological civilization. It is urgent to speed up the construction of EPR system suited to our national conditions as well. China's recycling of waste currently presents unique characteristics with the market system of dual structure, which is different from developed countries in target, operating mechanism as well as rate influencing factors of EPR system. Consequently, it is necessary to construct EPR system based on our actual situation, implement the whole life cycle management, and establish a system covering product design, production, consumption, waste recycling and waste disposal, rather than simply copy foreign policies or practices.
