5.12汶川地震灾后绵阳市疾控机构检测能力建设分析

摘　　要：目的了解"5.12汶川地震"10年后绵阳市疾控机构检验检测能力对比变化,为系统评估灾后重建效果、加强疾控机能能力建设提供科学依据。方法通过问卷调查、现场调研、查阅档案和《中国疾病预防控制基本信息系统》等途径收集相关资料,进行统计分析。结果全市疾控机构灾后10年人员编制增加了83人,增长率为17.33%。建筑面积增加了15 068 m2,增长率为36.67%。仪器设备增加了1 007台(件),增长率为69.59%。市疾控中心A类检测项目开展数从94项增加到214项,增长率为127.66%,开展率达到94.27%;B类检测项目开展数从24项增加到123项,增长率为412.50%,开展率达到71.93%。区县疾控机构A类检测项目平均开展数从29项增加到147项,增长率为406.90%;B类检测项目平均开展数从6项增加到26项,增长率为333.33%。新增6家机构获得检验检测机构资质认定证书;通过计量认证的参数,市疾控中心达到776项,区县疾控中心平均达到272项。结论通过灾后10年重建,绵阳市疾控系统的检测能力得到显著提高,区县疾控的检测能力发展不均衡。Objective To understand the detection ability changes of Mianyang CDCs after 10 years of 5. 12 Wenchuan earthquake for evaluating the effect of post-disaster reconstruction,so as to providing scientific reference for promoting the capacity building of CDCs. Methods The data were collected and statistically analyzed from questionnaire survey,on-site survey,historical archives and the national information reporting system in CDCs. Results The personnel posts of Mianyang CDCs was raised by 83 persons,the growth rate was 17. 33%. The building area was increased by 15 068 square meters,the growth rate was 36. 67%. The detecting instrument was increased by 1 007,the growth rate was 69. 59%. The detecting items of type A in Mianyang municipal CDC was raised from 94 to 214,the growth rate was 127. 66%,the practice rate was 94. 27%. The detecting item of type B was increased from 24 to 123 of municipal CDC,the growth rate was412. 50%,and the practice rate was 71. 93%. On average,the detecting items of type A was jumped from 29 to 147 for the CDCs at county/district level,the growth rate was 406. 90%; the detecting items of type B was increased from 6 to 26,the growth rate was 333. 33%. There were 6 county CDCs obtained the certificate of qualification for Inspection and testing agencies. For Mianyang municipal CDC,776 items of the parameters passed the measurement certification,and for the county CDCs,272 items were certificated averagely. Conclusion The detection ability of Mianyang CDCs was significantly strengthened by the 10-year post-disaster reconstruction,while the development of detection ability of county CDCs was imbalanced.
