摘　　要：贫困是困扰人类社会发展的最大难题,减贫是一项全球性命题。贫困的本质是贫困地区人与自然互馈关系的恶化,发展中国家的减贫工作主要就是围绕如何改善贫困人口生存环境,以及如何提高贫困人口生产能力而展开。以贵州省典型贫困地区台江县的发展为例,从物质"流"、资金"流"和信息"流",将我国不同历史阶段扶贫工作划分为扶贫攻坚1.0版、2.0版3.0版,在此基础上探索信息技术条件下的扶贫工作组织方式,提出扶贫攻坚V4.0版智力"流"模式。智力"流"模式不同于智力扶贫,它是通过智力汇集,形成智力能力,不再是单方面地改善生存环境或提高人口素质,而是改善贫困地区恶化的人与自然互馈关系,其扶贫成效更加显著。Poverty is the biggest challenge to human society,and poverty alleviation is a global proposition. The fundamental cause of poverty is the deterioration of interrelationship between man and nature.The poverty alleviation in developing countries is aiming to improve the living environment and production capacity in poor areas. Based on the case study of Taijiang,this paper names the Chinese historical poverty alleviation phases as the version 1. 0,2. 0 and 3. 0 from the ＂flow＂of material,capital and information,and furthermore,puts forward the 4. 0 version-intelligent ＂flow＂. The intelligent ＂flow＂differs from the intellectual poverty alleviation,which forms intelligent capacity by intelligence convergence. The intelligent＂flow＂is not only to improve the living environment or population quality respectively,but improve the deterioration of interrelationship between man and nature,and the effect of poverty alleviation is much better.
