波匈捷国家创新体系国际化模式及与中国的比较

摘　　要：在知识经济不断发展和全球经济一体化背景下,国与国之间联系愈加紧密,贸易往来日益频繁,全球间要素流动步伐加速,创新引领的经济发展突显出其核心地位,创新体系也呈现出国际化发展趋势。近年来,东欧国家波匈捷经济发展稳步前行,研究波匈捷国家创新体系国际化可以了解东欧新兴国家创新体系的发展及技术国际化流动趋势,从新的视角分析波匈捷新兴国家的创新能力及经济发展。本文以国际技术贸易作为衡量国际技术流动的指标,选取国际技术比较优势指数衡量技术的国际流动来体现一国的国际竞争力,分析东欧新兴国家——波匈捷的研发投入与国际技术流动组合模式和创新路径,并与中国创新体系国际化模式进行比较,提出东欧新兴国家及中国转型创新发展的启示。In the context of the continuous development of the knowledge economy and the integration of the global economy,countries are linked more and more closely,trade exchanges are more frequently,the factor flow between the world is accelerated,the innovation leading highlights its core status of economic development,and the innovation system has also presented an international development trend. In recent years,the economy of emerging countries in Eastern Europe——Poland,Hungary and Czech Republic has developed steadily. The study on the innovation system internationalization of the emerging countries in Eastern Europe——Poland,Hungary and Czech Republic can help us understand the development of the innovation system in the emerging countries of Eastern Europe and the trend of technology internationalization,which can analyze the innovation ability and economic development of emerging countries in Eastern Europe in a new perspective. This article chooses the international technology trade as the measure of international technology flow,the international technology comparative advantage index as the measure of international technology flow,which can reflect the international competitiveness of a country,and analyzes the combination pattern and the innovation path of R＆D and international technology flow of emerging countries in Eastern Europe——Poland,Hungary and Czech Republic,and then compares with the internationalization pattern of China’ s innovation system,finally puts forward the enlightenment of innovation and development to emerging countries in Eastern Europe and China.
