摘  要:对于高校来说,编制是岗位设置、核定收支和财政补助的依据,人员由编制管理转为总量管理,必然促发人事管理体制机制的深层次变革。针对编制管理的弊端,深度阐释高校员额制改革的必要性,力图破除制约高校人才发展的障碍,从人才进出、发展、聘任、考评和待遇保障方面创新高校人事管理机制。To Higer Schools,post setting,verification of revenue and expenditure and financial aid is based on compiling. Mechanism of personnel management will necessarily reform due to the management of range of post from compiling. This paper gives a clear explanation of reform of management of range of posts,so as to clear the obstacle restricting the development of talents,and innovates mechanism of personnel management,such as import and export,development,employment,check and evaluate,treatment guarantee of talents.
