摘　　要：20世纪80年代初,面对信息化、全球化的知识经济时代,新公共管理运动的改革在世界范围内掀起一股新管理风格的风暴,澳大利亚政府由此推动公共管理学科建设的产生以及发展,以墨尔本模式下的墨尔本大学政府管理学院为例,旨在装备政府,以应对政府公共治理在不断变化的环境中的挑战,促进政府、社会和企业之间的合作,确立政府决策中专家知识的合法性和问责制,进而推动澳洲一流公共管理学科的建设,为其他国家公共管理学科建设研究提供宝贵经验。In the early 1980s, in the face of informatization, globalization, knowledge economy era, the reform of the new publicmanagement movement around the world set off the storm of a new management style, accordingly the Australian government promotedthe emergence and the development of public management discipline construction. the mode of government administration from theuniversity of Melbourne in Melbourne institute can be taken as an example. It aims to equip the government and help governmentpublic management meet the challenges ina changing environment, promote the cooperation between government, society and enterprises, and establish the legitimacy of government decision-making expert knowledge in the accountability system, thus promoting construction of Australian first-class public management discipline, and providing valuable experience for other countries in the researchof constructing public management discipline.
