摘  要:不论是地区经济的发展还是文化的传承与融合,双语教育对各少数民族地区及人民的发展意义重大,少数民族教育所创造的成就离不开双语教育的发展。国家的民族教育和双语教育政策是实施双语教育的保障,同时政策的效果需要不断检验和提升。双语教育政策绩效可以用语言习得、语言态度和政策满意度三种指标进行评价,影响双语教育政策绩效的因素主要有双语背景、学习动机和语言教学。本文通过问卷调查、访谈、文献法等研究方法选取西藏拉萨、山南两市十所中小学为例,对以上指标进行分析,得到研究结果并发现问题,进而给出相应的政策建议,以完善双语教育政策,实现少数民族双语教育更高质量的发展。Whether it is the development of regional economy or the inheritance and integration of culture, bi- lingual education is of great significance to the development of ethnic minority areas and minority people.The achievements of minority education cannot be separated from the development of bilingual education. The national bilingual education policy is the guarantee for the implementation of bilingual education, and the effectiveness of the policy needs to be constantly tested and improved. The performance of bilingual education policy can be evaluat- ed by three indicators: language acquisition, language attitude and policy satisfaction, and the main factors that af- fect the performance of bilingual education policy are bilingual background, learning motivation and language teaching. Through the research methods of questionnaire, interview and literature review, we select ten primary and secondary schools in two cities of Lhasa and Shannan as an example, analyze these factors, find the problems and get the results. Finally, we give the suggestions in order to realize the higher quality development of minority bilingual education.
