摘 要:运用改进的CRITIC客观赋值法对指标赋权,并通过非整秩次秩和比法WRSR对我国31个省(市、区)的高技术产业发展水平进行分级评价,发现广东、江苏、浙江、山东和北京处于先进档,新疆、海南、西藏、青海处于落后档,其余地区处于中等档。在进一步分析各地区差异及制约因素基础上,提出应加快形成以高技术产业为引领的地方经济发展模式,加强政策扶持,促进生产要素的合理流动,因地制宜补齐短板,实现区域间高技术产业协同发展。而且在鼓励高技术产业发展过程中,各省(市、区)应科学认识当前高技术产业的发展态势,不能好高骛远,片面追求发展速度而忽视发展质量。An improved CRITIC objective assignment method is used to empower the indicators,and evaluate the high-tech industry development level of 31 provinces( municipalities and districts) in China by the WRSR. It is found that Guangdong,Jiangsu,Zhejiang,Shandong and Beijing are in advanced grades,with Xinjiang,Hainan,Tibet and Qinghai in backward positions,and the rest in the middle. On the basis of further analysis of regional differences and constraints,this paper proposes to accelerate the formation of a local economic development model led by high-tech industries,strengthen policy support,promote the rational flow of production factors,and complement the short-term measures to achieve coordinated development of high-tech industries between regions. Moreover,in the process of encouraging the development of high-tech industries,all provinces( municipalities,districts) should scientifically understand the current development trend of high-tech industries,and should not be over-ambitious,one-sided pursuit of development speed and neglect of development quality.
