摘　　要："两学一做"学习教育制度化、常态化,是面向全体党员的重要实践,是党员的理论学习和实践活动推向深入,促使党性教育再上一个台阶的必然选择。本文从学习教育常态化的意义入手,结合工作实际提出几点制度实施的思考。从实践情况来看,只有健全并完善务实管用的"学、做、督"机制,才能实现"两学一做"学习教育常态化制度化。＂Two Studies,One Action＂ is an important practice for all Party members.It is the deepening oftheoretical study and practice of Party members and the promotion of Party spirit education to a new level.This paper,starting with the significance of the normalization of learning education,puts forward some thoughts on theimplementation of the system in combination with the practical work.Only by perfecting the ＂learning,doing andgovernor＂ mechanism,can we realize the institutionalization of the normalization of learning and education of ＂twostudies,one action＂.
