“互联网+”时代生物多样性保护机遇与对策

摘　　要："互联网+"的概念甫经提出,迅速得了中国政府的高度重视并将"互联网+"上升为国家战略,中国政府为此制定了"互联网+"行动计划。与此同时,"互联网+"也得到了各行各业的重视并纷纷采取跟进措施。生物多样性保护与可持续利用作为一个与"互联网+"密切相关的行业,如何克服传统的惯性思维,发挥"互联网+"的优势、实现互联网与生物多样性保护1+1>2的效益,创新模式与技术,是生物多样性保护与可持续利用面临的一个重要挑战。"互联网+"时代的生物多样性保护创新要求源于生物多样性及其保护工作的特征及其与"互联网+"的契合,生物多样性的全球性特征、管理的多部门特征、跨学科多领域的综合性特征、要求多利益相关方参与的特征、理念和技术需要不断创新的特征、信息化特征及其对图像和视频高度依赖的特征等,都与互联网的功能具有高度的契合。为了推进互联网+生物多样性平台的建设工作,建议从以下几个方面着手,制定相关法律法规、政策、调整现有机构、配置专职人员并开展能力建设、提升意识、建设专门的互联网+生物多样性平台、建立相应的管理标准与规则、加大科研支持力度。＂Internet Plus ＂ is the integration of the Internet and traditional industries through online platforms and IT technology,and it is expected to help transform of government functions and traditional industries. Chinese government pays a great attention to the appliction of ＂Internet Plus＂and sets it as a national strategy immediately following the emergence of Internet Plus concept. The ＂Internet Plus＂action plan was unveiled in the Chinese Government work report and delivered to national lawmakers in 2015. According to the report,China will develop the ＂Internet Plus＂action plan to integrate Internet and traditional industries. Actually,many traditional industries are taking actions to use ＂Internet Plus ＂. Biodiversity and biodiversity conservation as well as its sustainable use is an＂industry＂especially suitable for＂Internet Plus＂. However,the habitual thoughts and traditional approaches frame the further development and innovation in biodiversity publicity and conservation. ＂Internet Plus＂can be both challenge and opportunity for biodiversity conservation and sustainable use. Internet＂pluses＂biodiversity will give audience more chance in knowledge learning and awareness raising and practioners more chances to improve skills and methodologies. Therefore,＂Internet Plus＂provides practioners with challenges and opportunities and we need to make good use of it. It is high time for biodiversity decision makers and practioners to take advantages of ＂Internet Plus＂in biodiversity conservation so that to gain the effectiveness of 1＋12. The characteristics of biodiversity and bidoiversity conservation highly fit the funcitons of Internet. Both Internet and biodiversity have features of globality, cross-sectoral involvement,multi-displine,multi-stakeholder engagement,innovation of concepts and technologies,informatization and highly dependant on pictures/images and vedios,etc. Therefore,to promote Internet ＂＋ ＂biodiversity,it is suggested i）development and improvemen
