摘　　要：通过对日本"大纲性指针"主要内容的解析,揭示日本学术评价的特点:评价机构专门化、法制化;评价实施系统化;评价方法的多样性与评价内容的针对性;强调评价主体责任;重视评价者的遴选;重视评价结果的处理与反馈;重视对科研人员尤其是青年研究者的鼓励;重视跟踪评价;重视评价体系的完善。提出优化完善我国学术评价制度的对策与建议:加强学术评价的法制建设;完善学术评价体系;增强评价方法的多样性与灵活性;加强跟踪评价。Based on the main content analysis of Japan＇s An outline of national research and development evaluation, to reveal the following characteristics of Japanese academic evaluation： the evaluation institutions are specialized and legalized;systematized evaluation of implementation;the content of evaluation is pertinent; emphasis on the responsibility of the subject of evaluation;pay attention to the selection of the evaluators, the treatment and feedback of the evaluation results,the encouragement of researchers especially young researchers, the tracking evaluation,and the perfection of the evaluation system. The countermeasures and suggestions for optimizing and perfecting the academic evaluation system in China are put forward as follows： strengthening the legal construction of academic evaluation; perfecting the academic evaluation system; improving the diversity and flexibility of evaluation methods; strengthening the tracking evaluation.
