京郊历史文化保护区整体性法律保护现状分析及对策

摘　　要：近些年随着经济建设的高速发展京郊历史文化保护区的整体性保护工作出现了很多令人担忧的现象,其中最重要的现象就是"建设性破坏"带来的弊端。如何有效应对这些新的现象,采取必要的法律保障措施,使历史文化保护区的保护工作真正落到实处,让历史文化保护区的文化传承功能继续大放异彩,是一项任重道远的历史性工程。本文拟从四个京郊历史文化区整体性保护现状入手,分析京郊历史文化保护区整体性法律保护工作中存在的问题,并给出较为有效的应对建议。In recent years,with the rapid development of economic construction,there have been many worrying phenomena in the overall protection of the historical and cultural protection area of the suburb of Beijing,of which the most important phenomenon is the malpractice of＂constructive destruction＂.It is a historic project with a long way to go deal with these new phenomena effectively,take the necessary legal safeguard measures,make the protection work of the historical and cultural protection area really put into practice,and let the cultural heritage function of the historical and cultural protection area continue to shine. This paper,starting with the overall protection of the four historical and cultural areas in the suburbs of Beijing,analyzes the problems existing in the overall legal protection of the historical and cultural protection zone in the suburbs of Beijing,and gives more effective countermeasures.
