摘　　要：政府和社会资本合作关系稳定性是保证PPP项目成功的基本要素.针对公私合作过程中存在的庞杂冲突问题,以政府和社会资本合作为研究视角,建立公私合作的冲突分析模型,借助AHP法确定局中人的优先序,并结合实例进行稳定性分析.实例表明:政府和社会资本合作存在唯一全局稳定局势,即公私双方均倾向于采用PPP模式提供公共服务;且进一步印证了公私双方依托PPP项目合作是互利共赢的稳定方案,可为PPP项目合作关系稳定性提供理论支撑.The cooperation stability of government and social capital is an essential element to ensure the success of PPP projects.With respect to the complex conflict in the process of publicprivate cooperation,from perspective of government and social capital cooperation,the conflict analysis model of public-private cooperation is established,which uses the AHP to determine the priority order of the participant.Case studies show that there is only aglobal stable situation between the cooperation of government and social capital,that is,both public and private parties tend to use PPP mode to provide public services.The studies further confirm that the cooperation of public and private that rely on PPP project is a solution of mutual benefit.This paper provides theoretical support for the stability of PPP project cooperation relationship.
