终身教育背景下高等教育自学考试制度的改革与完善——以《高等教育自学考试暂行条例》的修订为切入点

摘　　要：修订《高等教育自学考试暂行条例》是当前改革和完善高等教育自学考试制度的重要内容与基础性工作,必须首先坚持党的领导,符合宪法至上和依法治教的精神,在立法权限之内根据程序要求,充分吸收公众意见,适应社会和教育发展的客观规律,在具体条文的修订时还应兼顾高等教育自学考试的现状,吸收自学考试制度发展的最新成果,并适当为自学考试服务国家终身教育体系的构建留出一定空间。The self-taught higher education is now faced with challenges and shifts under the background of building national lifelong education structure. To amend the relevant regulation is the first and vital mission for the reform of self-taught higher education. To amend the Regulation of Self-taught Higher Education Examinations we should adhere to constitutional supremacy and the leadership of CPC,carry it out according to legal procedures and make it open to public opinions and advices. Adjusting to the development of education and society,the amending should also reflect the development of self-taught higher education and leave room to the design of national lifelong education structure.
