摘　　要：许可证制度是美国实施固定源监管的主要手段,在实施许可证制度后美国空气质量得到了显著改善。通过研究美国大气固定源监管排污许可证类型及要求、对大气许可证制度的实施及监管措施等,提出中国在法律体系、制度体系建设及第三方机构市场培育方面可供借鉴的措施,对中国大气质量管理具有一定的参考意义。The air quality permit system is a major means of fixed source regulation in the United States,the air quality has been improved significantly after its release. By studying the types and requirements of U. S. air quality permit system and relevant implementation and regulation measures,it＇s rendered that the legal system and institutional system in China should be reformed and the third party market should be actively incubated,which can be used for reference for air quality management in this country.
