摘  要:针对水环境容量和纳污能力的研究在内涵、定义和计算方法方面存在分歧的问题,在总结水环境容量研究成果的基础上,认真梳理了理论研究和实际应用存在分歧的历史原因,系统分析了水域运动水体的几何属性和能量属性,剖析了水环境容量现行定义的科学属性及其弊端。在给出水体含污量、允许容污量物理定义的同时,运用水动力学原理和物质守恒理论提出了水体容污量和水体标值容污量的概念,论证了标值容污量的科学性、稳定性和可测性,论述了标值容污量的功能更侧重应用于计量和预测水域的受污现状、达标水准和水环境风险。研究表明,水体容污量和水体标值容污量的新概念能很好地解决分歧问题并可达成共识,而水环境容量作为一个考量、考核流域(或者区域)水环境状况的综合评判因子,则比较适宜放在较高层面的水环境科学管理的位置上。In view of the problems of divergence in our researches of the covironmental capacity and water receiving ability for poiution,based on the research results of water enpresented the historical reasons of divergence between theoretical research and practical application, analyzed geometric and energyproperties of moving bodies in water, and dissected the scientific property and its disadvantage ofthis article defined the "pollution content" and "allowable capacity of pollution", water recciving ability for pollutioning ability for poiution were also presented based on the theory of hydrodynamics and conservation ofstrated scientificity, stability and measurability of standard recciving ability for pollution,discussed its function that it put emphasis onmeasuring and predicting water polluted status,standard level and water environment risk. The researchsolve the problem of the diferences and reach a consensus, and the water environmental casive evaliaation factor on water environment condition of water basin or area, is suitable to bewater environment.
