Eco-innovation(EI) is a key factor to promote sustainable development and region competitiveness, and is attracting increasing attention. The mechanism and conditions of the impact of environmental regulation on EI are still controversial. Using China's environmental regulation and EI data at the prefecture level, this paper empirically analyzed the impact of regional difference and spatial correlation on the relationship of environmental regulation and EI and its threshold effect. The results show that the EI effect of environmental regulation exists significant spatial variability. In the eastern China, the environmental regulation promote EI, while other areas were inhibited or not; The spatial correlation of environmental regulation has a positive effect on ecological innovation; There is a "U" relationship between environmental regulation and EI. Environmental regulation, economic development level, RD investment and other factors have threshold effects. Only when these barriers are crossed, the "Potter hypothesis" can be established.
