摘　　要：在互联网发展的"下半场",网络环境发生着深刻变迁,进入泛实名的时代。现行的网络实名制能够被网民认可并接受,并且对网络社会的有效治理起着显著作用,但网络匿名仍然具有重要的社会功能,在互联网空间中保留构建虚拟身份的途径有利于社会认同的达成。互联网秩序是在构建规则框架基础上的自发生成,规范性的建构要为有效催生自发演进过程创造条件。互联网治理的基本逻辑应该始终贯穿着对网络空间群体行为涌现秩序的合理引导。As the Internet further develops, cyberspace has undergone radical changes and entered the era of pan-real name system. The current real name system is carried out well in the Internet governance and accepted by Internet users in China,the Value and Significance of Certain Anonymity in Cyberspace is of signification, anonymity still fulfills a valuable social function. The Internet order should be based upon a well-built framework of rules as the framework creates effective conditions for free evolution.The basic logic of Internet governance should always be based on the reasonable guidance of the emergence order of the group behavior in cyberspace.
