民族融合视域下的南非语言教育政策研究——以《学后教育白皮书》为例

摘　　要：2014年南非教育部颁布《学后教育白皮书》,其中的语言教育政策旨在促进民族融合,保障宪法规定的语言政策目标。然而一年后,南非却爆发了后殖民时代最大的学生运动。本文首先阐明民族融合是后殖民时代南非社会的焦点与难题,其次分析《学后教育白皮书》中语言教育政策产生的社会背景,之后探讨其制定依据及主要内容,最后通过简要评析说明该语言教育政策没有理顺经济、政治与文化层面的融合机制,存在政策错位;忽视了全球化带来的社会变迁,未能很好地反映南非的语言生活状况;缺乏可操作性。南非《学后教育白皮书》的启示在于:语言教育政策只有基于整个社会的历史条件和现实情况,从语言生活国情出发,最大限度地反映社会变迁,才能切实起到民族融合的作用。In 2014,the Ministry of Education of South Africa issued the White Paper on Post-school Education to build a unified post-school education system. The language education policy contained in it is aimed at promoting social integration. However,one year later,the largest democratic student movement in the post-colonial era broke out in South Africa. This paper,first,under the framework of historical-discourse analysis of language education policy,shows that ethnic integration is the focus and problem of South African society in the post-colonial era; then,it expounds the social background,formulating basis and main content of the language education policy,and finally,it points out problems of the policy such as misplacement of the policy,failing to adjust to the economic,political and cultural integration mechanism; neglecting the social changes brought about by globalization,failing to reflect the language life of South African society,and lacking feasibility. Its enlightenment is that only when language education policy is made on the basis of the social and historical conditions and the national conditions of language life,can it reflect the changes of society to the greatest extent and play the role of national integration.
