高校新型智库建设扫描及发展策略——以江苏为例

摘　　要：促进江苏高校智库发展完善是江苏新型智库建设重点任务之一。江苏高校智库建设基础雄厚,新型高校智库建设各项工作有序推进,已初步形成全省新型高校智库的基本格局与现实模样。江苏高校新型智库在建设完善程度、品牌和影响力、优质成果、实际发展环境等方面还存在一些问题,离党和政府的期待仍有一定的差距。在构建高校智库、高校和政府的新型治理关系,形成政府决策咨询的充分竞争市场体系,提高高校新型智库的研究能力和质量水平,加大全省高校智库统筹协调等方面可以进一步提高完善。One important mission in constructing the provincial think tanks in Jiangsu Province is to improve the development of its university think tanks,which has had a solid foundation.The construction of the new types of university think tanks in Jiangsu is steadily advancing and is forming the preliminary pattern and realistic appearance of the new types of university think tanks.However,some problems can still be found in brand construction,brand influence,high quality achievement and actual developmental environment.Further improvement needs to be made in such areas as constructing a new governance relationship between universities and government,developing a fully competitive market system of government decision-making consultation,and coordinating the university think tanks in the whole province.
