中印开放大学管理体制比较及借鉴

摘  要:印度以专门的联邦或邦立法设立每所开放大学,而我国仅以政府批文形式设立;印度远程教育局、大学拨款委员会和行业机构对开放大学形成的多元监管网络与我国教育部一元监管体制有很大差别;印度的大学评估认证机构众多与我国的单一评估认证体制不同;印度的总统或邦长领导下的副校长和理事会共同管理的内部管理模式也与我国党委领导下的校长负责制形成很大对比。其重视立法、监管和评估等经验值得我们学习借鉴。India establishes every open university through legislation by the federal or state while China does that only through government's approval. India has developed a multi-supervision system composed of the University Grants Commission, Distance Edu- cation Bureau and Industry Supervising Organizations while China has only the Ministry of Education of China serving as the supervision organization for distance education. India has many evaluation agencies while China adopts a single evaluation and qualification system. India introduces an inner management model functioned by a common management composed of the vice principals of universities and the board of directors under the leadership of the President of India or Governor of State while China employs Principal Responsibility System under the leadership of the communist party committee. What China can learn from India is attaching greater importance to leg- islation, emphasizing supervision and evaluation etc.
