全面从严治党的理论意蕴与实践要求

摘　　要：全面从严治党是一个系统工程,把加强党的全面领导作为核心任务,突出全主体、全方位、全时段,强调要求严、过程严、惩治严,体现治理的思路创新、制度创新、方法创新。全面从严治党是两点论与重点论的辩证统一、治党与党治的衔接协调、合法性与有效性的有机统一。新时代,系统推进全面从严治党,要把握"从严治权"这个重点任务,扭住"主体责任、监督责任"两个关键枢纽,统筹协调"自律、他律、律他"三重路径,妥善处理"领袖权威与组织权威、党内法规与国家法律、党内监督与党外监督、顶层设计与基层实践"四重关系。Seeing Party self-governance exercised fully and with rigor is a systematic engineering, which takes strengthening the overall leadership of the party as the central task, highlights the full subject, all-around directions, and full time, emphasizes strict request, process and punishment, and reflects the innovation of governance on thought, system, and methodology. Seeing Party self-governance exercised embodies the dialectical unity of the binary doctrine and the key point theory, party governance and governing, legitimacy and effectiveness. In the new era, seeing Party self-governance exercised fully and with rigor, we must grasp the key task of ＂strict control of right＂; tackle the two key hub of ＂main body responsibility, and supervision responsibility＂; coordinate with the triple paths of ＂self-discipline, heteronomy, and supervising others＂; and properly handle the four pairs of relations： ＂the authority of leader and the authority of organization, the inner-party laws and state laws, the internal and external supervision of the party, the top design and the basic practice＂.
