从“数字水务”奔向“智慧水网”——上海市水务信息化建设探讨

摘　　要：本文探索按照信息化发展规律,通过分析超大规模中心城市面对的新技术发展与机构改革趋势机遇,以及城市水安全资源环境挑战,研究得出"智慧水网"必将快速跨越"数字水务""智慧水务"成为"智慧城市"的重要建设组成部分论断,并针对当前城市水务行政监管和公共服务的短板和瓶颈,提出"智慧水网"建设设想和实施路径。This paper analyzes the law of informatization development, the opportunities brought by new technolo- gy development and institutional reforms for extra-large central cities, as well as the resources and environment challenges for urban water security. It is concluded that es of ＂Digital Water＂ and ＂Smart Water＂, becoming an ＂smart water network＂ will quickly cross over the phasimportant part of ＂smart city＂. Furthermore, aiming at the weak link and bottlenecks in current urban water administrative supervision and public service, this paper proposes the vision for building ＂smart water network＂ and its implementation path.
