多层次构建研究生学术诚信长效保障机制探究

摘　　要：近年来,学术失信事件屡有发生,引发了全社会的广泛关注,造成了极其恶劣的社会影响。研究生学术失信行为的发生是系列学术失信事件的起点,同时学术失信又有着深刻的社会原因。因此,遏制学术失信事件的发生首先要从杜绝研究生阶段学术失信行为开始。但当前研究生学术诚信保障机制不健全,存在教育设计不合理、监管内容单向片段化、导师监管角色缺位以及惩处空窗期过长等问题,故需建立横向囊括申报、评审、实施、产出等多方面,纵向涵盖引导、监督、评估、惩罚、申诉等环节的学术诚信双向全程式监管体系,构建囊括教育、法律、媒体等多层次的研究生学术诚信长效保障机制,将学术失信扼杀在萌芽阶段,营造风清气正的学术氛围。In recent years,there have been frequent incidents of academic dishonesty,which has caused widespread public concern and caused extremely bad social influence.The occurrence of academic untrustworthy behavior of graduate students is the source of a series of academic untrustworthy events.At the same time,academic distrust has deep social reasons.Therefore,to curb the occurrence of academic dishonesty,we must begin by eliminating academic distrust of graduate students.However,the current academic postgraduate academic integrity protection mechanism is not perfect,with problems such as unreasonable educational design,fragmented regulatory content,lack of supervisory role,and excessively long penalties.Therefore,it is necessary to establish a two-way whole-process supervisory system of academic integrity that encompasses reporting,review,implementation,and output,and covers the guidance,supervision,assessment,punishment,and complaints.A multi-level postgraduate academic integrity long-term guarantee mechanism for education,law,and media has been established to stifle scholarly dishonesty in an embryonic stage and create a clear and positive academic atmosphere.
