摘 要:在"一带一路"背景下,以新疆阿克苏地区边境贫困县乌什为例,探讨"人才引进"存在的问题及建议,并发现乌什县在人才引进方面存在如下几个问题,人才总量不足、结构不优;人才流失现象严重;人才队伍整体素质偏低;人才引进机制不健全。通过"一带一路"倡议下乌什县的人才需求和国家对新疆边境贫困地区的政策相结合分析得出,边境贫困县必须构建科学、合理和符合当地实际的人才引进服务管理机制。最后,根据"一带一路"经济社会发展实际需求,提出了加强边境贫困县人才引进的建议。Under the background of "Belt and Road", this paper discusses the existing problems and suggestions of "talent introduction" in Wushi, a border poverty county in Aksu Prefecture of Xinjiang, and finds out that there are several problems in the introduction of talents in Wushi County as follows: inadequate talents, poor structure, serious brain drain, the overall low quality of the talent team, and imperfect talent introduction mechanism. Through the "Belt and Road Initiative", Wushi County's talent demand and the state's policy on the border areas in Xinjiang are analyzed. The results show that the border counties must build a service management mechanism that is scientific, rational and in line with local conditions. Finally, according to the actual needs of economic and social development under the "Belt and Road Initiative," we put forth suggestions on how to strengthen the introduction of talents in border povertystricken counties.
