改革开放40年中国高校内部领导体制改革审视

摘　　要：改革开放40年来,中国高校内部领导体制改革经历了四个阶段：党委领导下的校长分工负责制、党委领导下的校长分工负责制与部分高校实行校长负责制试点并行、党委领导下的校长负责制与校长负责制并存、党委领导下的校长负责制。在这一改革过程中,逐步明晰了高校内部领导体制的政治、法律框架,厘清了＂党委领导下的校长负责制＂的科学内涵,建立了院（系）层面＂党政分工、共同负责＂的＂党政联席会议制度＂。中国高校内部领导体制改革是高等教育各种权力博弈的结果,是各方利益配比的最终体现。Since the reform and opening up in the past forty years,the reform of the internal leadership system in China＇s universities has gone through four stages,i.e. the president＇s division of labor responsibility system under the leadership of the Party committee,the parallel implementation of the president＇s division of labor responsibility system under the leadership of the Party committee and the trial implementation of the president＇s responsibility system in some universities,the coexistence of the president＇s responsibility system and the president＇s responsibility system under the leadership of the Party committee,and the president＇s responsibility system under the Party committee. In the above reform process,the political and legal framework of the internal leadership system of China＇s universities has been gradually made clear,the scientific connotation of the ＂president responsibility system under the leadership of the Party committee＂has been clarified,and the＂Party and government joint conference system＂has been established at the level of the college（ or department）,which is based on the principle of ＂the division of labor between Party and administration,and joint responsibility＂. The reform of the internal leadership system in China＇s universities is the result of the game of various powers of higher education,and it is the ultimate expression of the ratio of interests of all parties.
