通过村规民约改变不良习惯探析——以贵州省锦屏县平秋镇石引村为对象

摘　　要：实施乡村振兴战略需要移风易俗,以乡风文明为保障。针对红白喜事中攀比与浪费现象,贵州省锦屏县平秋镇石引村按照民主程序,经由村民提出、村党支部和村委会召开会议集中意见、形成草案,并广泛征求村民意见,最后由村民大会制定《石引村移风易俗建议书》等并表决通过,对红白喜事规模和种类、燃放鞭炮等进行了限制规定,通过村规民约改变不良习惯,取得了较好的效果,为建设文明乡风、形成农村社会文明新风尚奠定了基础。In view of the phenomenon of comparisons and wastes at weddings or funerals,the Shiyinvillage, Pingqiu Town, Jinping County, Guizhou Province, China, has pulled up＂Proposal about moving habits and customs of Shiyin village＂and others regulations. In the formulating process,Shiyin villageis accordance with democratic procedures. The villagersproposed some opinions,and the village branch of the Communist Party and the village committee held meetings to collect suggestionsand drawn up the draft. Then,the suggestions of villagers were widely solicited,and finally the villagers＇ congress passed and developed the village regulations.The regulations conclude some restrictions on size,types,setting off firecrackers and other restrictionson weddings or funerals. Through the village regulations to change bad habits,Shinyin village has achieved good effectsandlaid a new foundation for construction of civilizedrural common practice and formation of rural social civilization.
