公民参与社区治理的困境与对策

摘　　要：从"公民参与"的角度,调查研究宁波市镇海区社区公民参与社区治理的现状,分析公民参与社区治理的必要性,并针对当前公民参与社区治理不愿、不便、不实的现实困境,提出信息平台、基层民主、自治模式、社区文化、党建群团等方面建议,为实现"多元主体有效有序地共同参与社会治理,建立良好社会秩序,共享治理成果"的社会治理体系建设提供参考。From the perspective of ＂ citizen participation＂ , this paper investigates and studies the current situation of citizen participation in community governance in Ningbo, Zhejiang. In view of the realistic predicament of citizen participation in community governance that are unwilling, inconvenient, and false, it puts forward suggestions on information platform, grassroots democracy, self-governance mode, community culture, party building and group building, to provide reference for the construction of a social governance system in which multiple subjects participate in social governance in an effective and orderly manner, establish good social order, and share the re- sults of governance.
