环境污染事件对中国环境污染防治法律的反思研究

摘　　要：环境污染事件频发反映了中国环保立法在很大程度上没有得到执行和遵守,对环境污染问题的控制措施不够完善,针对此类问题,分析环境污染事件频发背后暴露出的中国环境污染防治法律的具体落实情况欠缺的问题。为了更好地保护和改善环境,防治污染,首先对中国污染防治法律监管的现状进行分析;然后检验环境污染事件与污染防治法律的相关性,针对现状研究中存在的问题,对环境污染防治法律严格落实的措施进行研究,严格执行法律,对法律和行政法规中关于环境保护和污染防治的相关举措、责任、惩治等内容重点关注,积极落实,改善环境质量,促进人与自然和谐发展。The frequent environmental pollution incidents reflect that China,s environmental protection legislation has not beenproperly implemented and complied with, and the control measures for environmental pollution problems are not perfect. In orderto solve such problems, the problem of the implementation of environmental pollution prevention laws in China are analyzed basedon the environmental pollution incidents. In order to protect and improve the environment and prevent pollution, the present situation of the legal supervision of pollution prevention and control in China is analyzed, and then the correlation between the environmental pollution incidents and the law of pollution prevention and control is examined. In the light of the existing problems in thepresent research, the measures for strict implementation of the environmental pollution prevention and control law are studied. Thelaw is strictly enforced and the law is carried out. Laws and regulations on environmental protection and pollution prevention andcontrol of relevant measures, responsibility, punishment and other content focus attention, actively implement, improve the quali￣ty of the environment, and promote the harmonious development of people and nature.
