新形势下村级干部腐败与防治问题研究——基于广西H市的实证分析

摘　　要：村级干部腐败问题是影响乡村振兴和全面建成小康社会的重大问题,是必须引起高度重视的现象。通过对H市所查处的村级干部腐败案件进行数据统计和典型考察,全面分析新形势下村级干部腐败的实践动态,发现当前村级干部腐败问题主要分为政治腐败、经济腐败、生活腐败等类型,具有鲜明的主体特征、心理特征、行为特征,对乡村治理产生着极其负面的影响。在从思想、素质、体制、制度、机制、环境等主客观维度深入剖析村级干部腐败原因的基础上,按照"标本兼治、注重预防、对症下药"的原则,通过提升干部素质能力、优化权力运行监督、加强行为规范约束、充分发挥惩治功效等途径,切实筑牢防治村级干部腐败的主体基础、体制基础、制度基础和责任基础。Corruption of village cadres is a major problem affecting rural revitalization and build ing a well off society in an all round way. It is a phenomenon that must be highly regarded. Through the data statistics and typical investigation of village cadres＇ corruption cases investigated and dealt with in H City, the practice of corruption in village level cadres in the new situation is analyzed corn prehensively. It is found that the current corruption of village level cadres is mainly divided into politi cal corruption, economic corruption and life corruption, with distinct main body characteristics, psy chological characteristics and behavior. Characteristics have a very negative impact on rural govern ance. On the basis of the main and objective dimensions, such as thought, quality, system, system, mechanism, environment and other subjective and objective dimensions, on the basis of the causes of corruption in village level cadres, according to the principle of ＂sample and cure, pay attention to pre vention and remedy the disease＂, we should improve the quality and ability of cadres, optimize the su pervision of the operation of power, strengthen the restraint of behavior norms and give full play to them. The main body, institutional foundation, institutional foundation and responsibility basis for preventing and controlling corruption of village cadres are effectively laid down by punishing effective hess.
