高校“双创”理念新实践:制度性创业

摘  要:创业很大程度上依赖于制度,而制度创业是通过创造新的制度或者改变现行制度实现创业者愿景的过程。转型发展期的中国情境为创业提供了机会,大学作为创新创业的主力军不可或缺。齐齐哈尔工程学院的制度创业之路为大学"双创"提供了蓝图。坚持"开专业,办实体,搭平台,创品牌"的建设原则,打造了"学校+企业""教学+生产""专业+实体""高教+职教"的办学特色,构建了"四权分立"的治理结构、独特的专业法人制度、横向竞争无边界、纵向升迁有空间的员工激励机制,创建了企业化运营的高等教育培养模式,首创的"委托管理"办学模式已经上升为国家战略,完整的演绎了"自下而上"的制度创业历程。Entrepreneurship is largely dependent on the system, and the institutional entrepreneurship is through the creation of new systems or changing the existing system to achieve the entrepreneur's vision in the process. The transformation and development in China provides opportunities for entrepreneurship, and universities become new forces of innovation and entrepreneurship indispensable. The success of institutional entrepreneurship in Qiqihar Institute of Engineering for the University "Double Creation" provides a blueprint. This is a chance and start to adhere to the construction principles of open professional, do the entity, take the platform, make a brand to create a school, which is the mode with school and business, teaching and production, professional and entity, higher education and vocational education, in order to build a separation of the four powers and a unique professional legal system with horizontal competition without boundaries, vertical promotion of space staff incentive mechanism to create a business operation of the higher education training model, including the agency according to agreement by in schools for rising to national strategy. A complete interpretation of the bottom-up system of entrepreneurial process was shown as well.
