How to Evaluate Talents in Philosophy and Social Sciences: An Empirical Study Based on the Factors Affecting the Growth of Changjiang Scholars

摘  要:本研究以教育部"长江学者奖励计划"特聘教授这一高素质的人才群体为样本,运用实证研究方法,对自2011年实施新的"长江学者奖励计划"以来6年间所有入选哲学社会科学领域特聘教授的履历信息进行全面获取与量化,对长江学者成长的影响因素与假设逐一验证分析,研究结果表明,教育经历、工作经历、科研经历以及兼职经历是其成长的重要影响因素,而获奖项目的影响作用并不显著。本研究据此并结合中央分类推进人才评价机制改革的相关精神认为,要以实绩与贡献为导向评价人才,防止唯学历论;要以发展观评价人才,防止高平台英雄论;要以服务人民与政府需要为标准评价人才,防止唯社会影响论;要以科研成果与水平评价人才,防止唯资历论;要以科研成果求真度评价人才,防止唯奖励论。This study takes the group of high-quality talents in the "Changjiang Scholars Program" of the? Ministry of Education as a sample, and uses empirical research methods to select these scholars in philosophy and social sciences since the program have implemented in 2011. After biographical information of the special professors was comprehensively obtained and quantified, the factors affecting the Changjiang scholars' development assumptions were verified. The results shows that main factors influencing the growth of the professors include the educational experience, work experience, scientific research experience and part-time work experience. The impact of award-winning projects is not significant. Besides, combined with the related spirit of promoting the reform of talent evaluation mechanism by categories proposed by the central government, this study believes it is necessary to evaluate talents based on performance and contribution rather than just academic qualifications, evaluate talents with a development perspective rather than just high-platform heroism, evaluate talents with the criterion of serving the needs of the people and the government rather than just the social influence, evaluate talents with research achievements and levels rather than just seniority, and evaluate talents with scientific research results rather than just rewards.
