摘　　要：留学归国人员正成为国家人才的重要资源、国际交往的重要纽带和推动社会进步的重要力量。留学归国人员公共服务体系建设是当前人力资源开发中亟待完善的工作之一。对福建省泉州市丰泽区留学归国人员基本情况及其公共服务需求满意度现状调查研究发现,留学归国人员公共服务存在政府各职能部门间的良性互动和协调未到位、出台的服务政策与实际需求契合度不高、相关配套服务有待完善和落实、缺乏对留学归国人员的人文关怀和相关部门服务水平有待提高等问题。这是由于地方政府对留学归国人员的重要性认识不到位、出台的政策针对性不强和留学归国人员公共服务经验不足等原因造成的。因此,加强留学归国人员的爱国主义情怀和思想引领体系建设,加快留学归国人员公共服务体系建设,完善留学归国人员信息服务网站平台,以期使留学归国人员尽快获得归属感、产生认同感,从而更好地激发他们创业活力。In China, returnees studying abroad are becoming an important brainpower, a significant link ofinternational communication and an important force of promoting social progress. The construction of public servicesystem for returnees studying abroad is one of the tasks which need perfection very urgently in the development ofhuman resources. A survey on the basic situation of returnees studying abroad in Fengze District, Quanzhou City,Fujian Province, and the their satisfaction with government public service shows that problems exist in governmentfunctional departments providing public service for returnees studying abroad, such as the failure in benigninteraction and coordination between the departments, the service policy not matching with the actual need, relevantsupporting services failing to be perfected and implemented, and the failure in full humanistic care for returneesstudying abroad, and government departments lacking of high service capacity. All this is caused by the facts thatthe importance of returnees studying abroad is not fully realized, service policies are not made in a targeted way,and the experience in providing public service for returnees studying abroad is not rich. It is necessary to strengthenthe patriotism of returnees studying abroad, accelerate the construction of the public service system for returneesstudying abroad, and perfect the information service website for returnees studying abroad so that returnees studyingabroad could gain a sense of belonging, develop a sense of identity and thus stimulate their vitality for starting abusiness better as soon as possible.
