摘 要:目的:利用信息技术、依托医院信息化系统的基础条件,建立医院科研绩效数据平台,改进医院科研绩效管理的模式及途径。方法:采用基于内部竞争环境和竞争条件下的态势(SWOT)分析方法确定调研访谈提纲,组织专家应用Delphi法对科研绩效管理体系中95项指标进行重新修订,设置指标权重,构建科研绩效指标体系,统计分析信息化科研绩效数据平台使用前后对医院科研管理工作的影响程度。结果:通过调研分析并绘制鱼骨图,确定出影响医院科研绩效管理工作的12项突出问题,修订完善95项科研绩效评价指标;应用效果显示,信息化平台使用的满意度、工作效率和科研成果都显著提升,差异性分析结果有统计学意义。结论:基于医院信息化系统的科研绩效数据平台符合医院实际情况,应用成效主要体现在三方面:(1)有效的绩效管理体系促进了团队和个人绩效的提升,对优秀的科研人才起到了激励和促进作用;(2)信息化绩效管理模式促进管理流程和业务流程的优化,提高了工作效率;(3)科学的绩效管理平台保障了医院科研战略目标的实现。Objective To establish data platform of performance of science and research of hospital by using the advantages of informatization system of hospital so as to improve the mode and approach of performance management of science and research of hospital. Methods: The SWOT analysis method that based on intra competitive environment and competitive condition was used to ascertain the interview outline of investigation and survey. And experts were organized to revise the performance indicator system of science and research. And the effected degree of management of science and research of hospital between pre and post using performance data platform of science and research of informatization was analyzed by using statistic method. Results: Through investigation and analysis, 12 highlighted problems that affected performance management of science and research were ascertained and 95 performance indicators of science and research were revised and improved. The application results showed that the satisfaction of informatization platform, the work efficiency and achievements of science and research were enhanced significantly. And the results of difference analysis was significant. Conclusion: The performance data platform of science and research based on hospital informatization system conforms to the actual situation of hospital. It has effectively improved the overall level of science and research, and it provides references for the innovation and reform of the relevant performance management of hospital.
