摘　　要：互联网信息时代,"信息共享"成为一个热门话题,作为信息资源系统中重要组成部分的企业基础数据的共享与产权也不可避免的成为焦点。文章以数据信息资源管理体系为前提,引入企业基础数据信息产权问题,给出了企业基础数据、企业基础数据信息及其产权的定义并对其分类,分析了企业基础数据信息产权界定的技术保障和前提条件,认为公共基础数据产权主体为社会公众全体,非政府强制性要求企业披露的数据为私有基础数据产权。In the era of Internet information, ＂information sharing＂ has become a hot topic. The sharing and property rights of enterprise-based data, which is an important part of the information resource system, have inevitably become the focus. Based on the premise of the data information resource management system, the article introduces the enterprise basic data information property rights issue, gives the definition of enterprise basic data, enterprise basic data information and its property rights and classifies it, and analyzes the technical guarantee of the definition of enterprise basic data information property rights. As for the preconditions, it is considered that the main body of data ownership of public basic data is the public as a whole, and non-government entities are required to disclose the content of paid-in private ownership of proprietary data as the paid user.
