兰白试验区建设中的突出问题与对策研究

摘　　要：在深入认识宏观经济形势、准确把脉甘肃省情实际的基础上,对兰白科技创新改革实验区推进中的突出问题进行了客观剖析,诊断出改革试验缓慢、示范效应未能成型、政策体系不健全、高速增长难以为继、目标实现难度增大、产业升级支撑不足、自主研发能力羸弱、产学研对接不畅、人才瓶颈不断升级等是试验区建设的短板所在,立足问题导向,构建起合乎域情、系统可行的政策体系,以期促进试验区持续健康发展,加快创新型甘肃建设。On the basis of deeply recognizing macroeconomic situation and accurately grasping actual situations of Gansu province,this paper analyzes objectively outstanding problems of construction of Lanzhou-Baiyin Scientific and Technological Innovation Test Area in Gansu,points out shortcomings of construction of Lanzhou-Baiyin Scientific and Technological Innovation Test Area,such as reform experiment slowly,demonstration effect failed to forming,policy system is unsound,high-speed growth is unsustainable,the difficulty of achieving the goal increases,industrial upgrading is the lack of support,independent research and development ability is weak,the connection between production,education and research is not smooth,talent bottlenecks are escalating.Based on the problem oriented,the policy system that is compatible with local conditions,systematic and viable is build up,so as to promote the sustained and healthy development of Lanzhou-Baiyin Scientific and Technological Innovation Test Area,speed up the construction of an innovative Gansu.
