摘 要:随着经济、社会、环境的变化,需要对科技人才政策实施成效进行科学有效地评估,为后续政策调整改善提供依据。基于因子分析和DEA模型对河南省2011~2015年科技人才政策实施成效进行评估,评估结果显示不同年份河南省科技人才政策实施成效有显著差异,规模效率呈现先上升后下降的趋势,在此基础上,提出了完善科技人才政策的运行机制、完善科技人才政策体系以及优化科技人才政策综合环境等相关建议。As the change of economic,social and environment,the science and technology talents policy need to be evaluated scientifically and effectively,to provide the basis for the follow-up policy adjustments and improvement.Based on factor analysis and DEA model,the of science and technology talent policy of Henan province from2011 to 2015 are evaluated in this paper.Evaluation results show that implementation effectiveness of scientific and technological talent policy in Henan province have significant difference in different years,and the scale efficiency presents the trend of first rise and then decline.Finally,based on the research and analysis,several suggestions are gave,such as improving the operation mechanism of scientific and technological talent policies,improving the scientific and technological talent policy system,optimizing the comprehensive environment for scientific and technological talent policies,to perfect the science and technology talents policy in Henan province.
