构建高校科研激励机制的分析与思考

摘　　要：高校科研管理的一项重要工作是通过制定科学合理的激励机制激发科技人员的创新潜力,促进科技成果的产出和转化。高校发挥科学技术研究对创新驱动的引领和支撑作用,强化激励,构建更加高效的科研体系,分类改革,创新培养、用好和吸引人才机制,提高科研人员成果转化收益比例,完善成果转化激励政策。高校应结合自身的发展特点,制定科研管理激励机制,促使资源转化为满足科研需求的基础保障。本文分析某医学院校近十年科研业绩和科研激励政策的关系,总结有效的办法和建议,为其他高校的设计科研管理办法和推动科研工作提供一定的借鉴和帮助。One of the important tasks of scientifc research management in colleges and universities is to stimulate the innovation potential of scientifc and technological personnel and promote the output and transformation of scientifc and technological achievements by formulating scientifc and reasonable incentive mechanism. Colleges and universities should give full play to the leading and supporting role of scientifc and technological research on innovation-driven, strengthen incentives, build a more efcient scientific research system, carry out classified reform, innovate the mechanism of training, utilizing and attracting talented persons, improve the proportion of scientifc research personnel＇s achievements into profts, and improve the incentive policies. According to the characteristics of their own development, colleges and universities should formulate the incentive mechanism for scientifc research management, and promote the transformation of resources into the basic guarantee to meet the needs of scientific research. This paper analyzes the relationship between scientific research achievements and incentive policies in one medical college in the past ten years, summarizes effective methods and suggestions, and provides some reference and help for other colleges and universities to design scientifc research management methods and promote scientifc research progres.
