铁路危险货物运输安全监管的思考与建议

摘　　要：铁路危险货物运输安全要求严格,铁道部撤销以后,危险货物监管出现了新的情况和问题.通过分析铁路危险货物运输的现状和特点,研究了铁路危险货物运输存在的问题,重点对危险货物安全评价、人员培训、应急预案、规章制度等突出问题进行了探讨.通过研究认为,铁路危险货物运输监管需要优化站点布局,不断完善规章标准体系,建立以国家铁路局为主导的监管体系和监管模式,结论具有一定的创新性和用实性.Railway transport of dangerous goods has strict security l^quil^ments. After the abolition of the Ministry of railways, there are new situations and problems in the supervision of dangerous goods. Through the analysis of the cmTent situation and characteristics of the transportation of dangerous goods in railway, the problems in the transportation of dangerous goods are studied, and the key problems of dangerous goods safety evaluation, personnel training, emergency plan and rules and regulations are discussed. Through the study, it is believed that the supervision of railway dangerous goods transportation needs to optimize the layout of the site,improve the system of the rules and regulations, and establish the supervision system and supervision mode dominated by the State Railway Administration, the conclusion is innovative and practical.
