摘 要:地方高校在校院两级管理中引入绩效管理体系,有助于理顺和规范学校、二级单位、教职工三者之间的责权利关系,有效激发内部办学活力与创造性,持续改善管理水平和办学效益,推动实现可持续发展。以鲁东大学为例,探讨了地方高校构建二级单位绩效管理体系的原则与方法,在实践基础上提出了以目标管理为导向,以年度关键发展绩效任务为核心,以BSC四个维度为基本考核框架,包括绩效计划、辅导沟通、考核评价、结果应用四个环节的完整的地方高校二级单位绩效管理体系,具有一定的推广价值。Introducing the Peffomlance Management System (PMS) into both levels of universities and their secondary colleges helps to straighten and standardize the relationship of the power, responsibilities and benefits among the universities, their secondary colleges and teaching faculties, thus effectively stimulating the internal vitality and creativity, continuing to improve the management level and teaching efficiency, and promoting the sustainable development. This paper takes Ludong University as an example to discuss the methods and princi-ples to construct PMS in secondary colleges of local universities. On the basis of practice, it puts forward the PMS including the four stages as performance planning, coaching and communication, pefformance appraisal and evaluation, results and application, which is goal-management-oriented, focuses on yearly core developing per-formance, and constructs under the BSC four-dimensional pefformance appraisal frame. This PMS is of expansion value for those local universities.
