摘　　要：在巨大的社会变迁与重大的政治改革当中,公民教育最重要的任务是在承认与尊重个体差异性的前提下,将公民对公共事务的认知、态度与参与进行整合,使社会成员能够在参与公共事务的同时,学会认识权利、承担义务,从而达到实现共同体理想的目标。高校思想政治改革的主要目的是追求教育现代化,在提升教育品质的同时加强受教者公民意识的培养。In the course of rapid social change and political reform, the most important part of civic education is to integrate the cognitions, attitudes and participation of citizens to public affairs under the respect and recognition of individual differences, so that members of society can learn to recognize rights and undertake obligations while participating in public affairs, and then achieve the goal of realizing the dream of the community. The main purpose of the ideological and political reform of the university is to pursue the modernization of education. In the goal of improving the quality of education, the university education should strengthen the cultivation of citizen consciousness of the educated.
