摘　　要：随着市场经济发展,社会对高素质技能型人才的需求越来越多,担负着培养技能型人才的高职院校内部行政管理体制存在着诸如党政职责不清、行政权力与学术权力界限模糊、院系二级管理不协调、绩效考核措施不全面、法规政策不完善等各种各样的问题。结合诊断改进和优质校建设,大力改革内部行政管理体制机制,推动职业教育健康发展成为必然。With the development of market economy, the society has more and more demand for high-quality skilled talents. The internal administrative system of higher vocational colleges that are responsible for cultivating skilled talents has such un- clear responsibilities of party and government, administrative rights and academic rights. There are various problems such as ambiguity, uncoordinated secondary management of the department, incomplete performance appraisal measures, and imperfect regulations and policies. Combined with diagnostic improvement and quality school construction, it is inevitable to vigorously reform the internal administrative management system and promote the healthy development of vocational education.
