基于网络DEA模型的企业孵化器运行效率评价

摘　　要：我国孵化器企业发展历史虽然不长,但在高技术创新型中小企业的发展起到了重要作用,为了使其更好地发挥作用,选用2013—2015年中国29个省市自治区企业孵化器的相关数据,运用网络DEA模型对企业孵化器运行效率进行评价。通过实证指出,全国孵化器整体运行效率较低且存在着差异性;多数地区因为投入资源配置不合理导致纯技术效率低下进而拉低整体运行效率。针对以上结论提出提高资源投入使用率及优化资源配置,最终提高孵化器运行效率的建议。Although China＇ s business incubator development history is not long, but it plays the important role in the de- velopment of high technology innovation of small and medium sized enterprises, in order to make it play a better role, the relevant data with 2013 - 2015 years of business incubator in various regions of China, using DEA network model to evalu- ate the efficiency of business incubator. The following conclusions are drawn from the empirical analysis ： the overall opera- tion efficiency of the national incubator is low and there are differences. Most provinces are inefficient because of the irra- tional allocation of resources, which leads to the low efficiency of the whole technology and the overall operation efficien- cy. In view of the above conclusions, it is suggested to improve the utilization rate of resource input and optimize the alloca- tion of resources, and finally improve the operating efficiency of the incubator.
