公民素质的培养是国家长治久安的根本

摘　　要：公民素质的培养关系到国家的实力和长治久安，但不是通过一些表面的宣传教育能够实现的，要把它当作一个艰苦卓绝的、系统的社会工程来对待。如何培养公民素质，最重要的是要使人们组织起各种公民社会组织，通过各种公民社会组织的活动，就会潜移默化地、逐渐地培养和提高人们的公民素质。改革开放以后形成的纯私人活动领域为培养公民素质提供了很好的机遇，应该抓住这个机遇把培养公民素质的系统工程提到日程上来。The citizen quality education relates to state＇s strength and stabili- ty. This social develop process is arduous and systematic, which will not be real- ized through the surface of advertisements and announces. How could we foster citizens＇ quality？ The main method is to allow people organize various civil society organizations quality. The which can im pure private sp perceptibly, gradually cultivate and improve citizen here forming after reforming and opening has ever pro- vided great opportunities to the cultivation of citizen quality, wh tured continually. The systematic process for improving citizen should be taken on the agenda ich should be cap- quality education
