摘 要:本文以B市医疗保险改革为个案来分析我国跨部门政策执行的过程。B市医疗保险跨部门政策执行经历了从冲突经由相互妥协、调适到舍怍的动态变化过程,以及双方的种种互动关系的变化对政策本身和政策目标的影响。文章还分析了造成这种动态变化的重要影响因素:利益矛盾、部门权力掣肘、通过平等协商以弱化权力跨部门行驶以及双方的利益协调。文章由此进一步归纳总结出我国独特的跨部门协商型政策执行分析理论模型,并将此一模式与现有的西方政策执行理论进行了比较。Abstract: In this paper, the author chooses health insurance reform in B City as a case to analysis the cross-sectoral policy implementation process Health insurance cross-sectoral policy implementation in B City has gone a process of change from conflict, compromise to cooperation. The article analyses how the interactions between different organizations in the policy process affect the policy itself and the policy goals. The article also analysis the main factors leading to this process of change: conflicts of interest, the power constraints between different sectors, equal consultations and cross sectoral coordination of interests. The article further develops a analysis model of cross-sectoral consultation policy implementation, and it is compared with the existing western policy implementation theories
