摘　　要：改革开放以来,我国始终奉行"效率优先,兼顾公平"的资源配置模式。但在此模式下,不仅先发地区出现了创新极化过度、扩散不足的弊端,而且后发地区隐性的后发优势潜能也受到了严重抑制。故在分析传统资源配置方式缺陷的基础上,提出了优化落后地区创新资源配置模式的可行路径。依托创新资源的跳跃式梯度转移模式、产业梯度转移模式和基于创新资源贡献度的补偿机制,不仅先发地区可以更好地将技术溢出效应辐射至后发地区,后发地区还能够借助政策引导,掌握更多的创新资源禀赋,从而实现经济赶超。因此,通过优化资源配置机制进而释放落后地区的后发优势潜能,是解决我国区域经济非平衡非充分发展矛盾解决的重要途径。Since reform and opening up,China has always pursued the resource allocation mode of ＂ giving priority to efficiency and giving consideration to fairness＂. However,under this model,the developed areas not only highlight the disadvantages of excessive innovation polarization and lack of diffusion,but also the backward areas＇ advantage of backwardness has been severely restrained. If the backward areas can use targeted innovation resources allocation policy to release the advantages,then the region will be able to achieve the full development of the economy and ＂bend over the road＂. Therefore,based on the analysis of the defects of the traditional resource allocation mode,this paper puts forward a new pattern of innovative resources allocation in the backward areas according to the Kaldor Hicks standard. Relying on the leaping gradient transfer mode,industrial gradient transfer model and the compensation mechanism based on the contribution of innovative resources,the developed areas can not only radiate the technology spillover effect to the back area better,but also thebackward areas could have the help of policy guidance to own more innovative resource endowments and thus to realize the economic catch-up.To sum up,it is an important way to solve major social contradictions in China through the construction of new resource allocation mechanism and the release of the advantage of backwardness.
