摘　　要：内涵发展是以质的提升为目标的发展模式。高等教育的内涵发展具有鲜明的时代特征,不同时期高等教育内涵发展的着力点不同,同一时期不同发展阶段内涵发展的重点也有差异。新时代高等教育领域出现新的变化,经济领域的新常态构成高等教育内涵发展的新动能。突破内涵发展的瓶颈,坚持以特色化的发展理念、人事制度的重构和筹资模式的变革为着力点,是民办高校实现内涵发展的重要任务。Connotation development is the development model aimed at the improvement of quality. The connotation development of higher education has distinct characteristics of the times,and thus,their focal points in different periods are different and their key points are also different during different development stages of the same period. New changes have taken place in higher education in the new era,and the new normal in the economic field constitutes a new driving force for the connotation development of higher education. Breaking through the bottleneck of connotative development and adhering to the concept of featured development,reconstruction of personnel system and transformation of capital development mode are important tasks for the connotation development of non-governmental institutions of higher learning.
